Rural communities have struggled to maintain adequate healthcare services for their residents. One of the central challenges is maintaining economies of scale. The VA Healthcare System is in a unique position to improve access and quality of care in rural communities through the development of a decentralized capacity scheme. This can be achieved via new or existing VA Community-Based Outpatient Clinics (aka CBOCs) in smaller communities, which use flexible or rotational service provisions to greatly improve access and quality of veteran care.
